Nineteen of Medvedev's 21 victories have been achieved on hard courts
A comeback Medvedev secured his initial title for 882 days with a win over Frenchman Moutet in the tournament title decider.
The Russian, a former number one, has experienced a difficult period, winning just one win at the Grand Slams and experiencing a setback at the American major.
Medvedev's unpredictability on the tennis tour - and difficulties with his serve in specific - caused him dropping out of the top ten and finally separating with former trainer Gilles Cervara.
Currently training with Thomas Johansson and Goetzke, the tennis star has consistently advanced in the recent weeks - peaking in a closely contested 7-5 4-6 6-3 win over opponent Corentin Moutet.
It is the player's maiden title following the Italian tournament and initial on a hardcourt after spring of that year.
Success also indicates he has achieved 21 victories at 21 various competitions.
"This marks the first occasion I have attended a tournament with my two daughters at once, so to get a trophy is especially meaningful," commented tennis professional the champion.
"This victory is in honour of my second daughter my daughter, because the maiden victory I achieved when my older daughter her name was born was for her."
The athlete, the former major winner, had been defeated in his past six finals, including in that event previously this season.
His retrieving strategy and recurring outbursts on the tennis court had caused commentators to doubt if his skill to compete at the elite level was finished.
Yet the player has altered his approach in the last few weeks, striving to advance forward and play assertively, backed up by an enhanced service.
The champion recovered from a break down in the first set against the tricky opponent, securing 4 of the last five exchanges to take the lead.
Both players exchanged break points in the following set before the challenger, striving for his first ATP Tour title, took control to create a decider.
Moutet rescued four initial opportunities in a tight deciding set before the Russian broke to 15 to secure the win.
Fittingly, Medvedev secured the win with a rally at the net, with Moutet unable to handle a volley after a lengthy match.
